MSVCR71.dll is the C runtime of Visual C++ .NET 2003 - and it differs from every newer Visual C++ runtime in one important way: Microsoft never released a separate installer for it. Programs built with that toolchain were supposed to carry their own copy right in their folder. So when the file is missing, the program's installation is incomplete or a cleanup removed the copy - and the fix goes through the program, not through a Microsoft download.

Outbyte PC Repair checks Windows for corrupted system files, registry problems and leftovers from removed programs - the kind of damage behind errors like this one. Useful when you would rather not run the steps below by hand - the check and the diagnosis are free, and nothing is changed until you decide.

Reinstall the program that shows the error - its installer is the legitimate source of the exact MSVCR71.dll it needs. If the error appeared after a cleanup or an antivirus scan, check the quarantine and restore the file into the program's folder.
Because the runtime travels with the program, a partial install or a folder copied from another PC often lacks it.
Cleaner tools sometimes treat old runtime files in program folders as leftovers - and the program loses its own copy.
Very old program folders are often flagged together with their files - the runtime disappears with the flagged executable.
Visual C++ 2005-2022 redistributables are different generations - none of them installs MSVCR71.dll.
Honest note: there is no official Microsoft package for this runtime. Sites that offer "MSVCR71 redistributable" downloads are not Microsoft - the program's own installer is the clean source.
With Visual C++ .NET 2003 Microsoft expected every program to ship the runtime in its own folder. Installers for the later runtimes (2005 and newer) exist precisely because this approach caused so many missing-file errors.
Often it works, because the 7.1 runtime barely changed - but the copy must come from a program you trust, and it goes into the failing program's folder, not into System32.
No - the 2005-2022 redistributables install other files. Only the program's own installer, or its own copy of the file, restores MSVCR71.dll.
Outbyte PC Repair checks the system and shows what it found - then waits. Nothing is applied without your OK, and a restore point lets you undo changes.
